Classification and Compensation Study Consultant Services

The agency is seeking classification and compensation study consultant services to support equitable, competitive, and legally defensible classification and pay practices. The project requires recommendations for applicable policies and procedures, classification specifications, organizational charts, a salary schedule, and budget information. The scope of work includes reviewing current classification specifications and providing a recommended data collection methodology, subject to agency approval. The consultant will recommend revisions to classifications based on consolidation, new classifications, obsolete classifications, career ladders, and reporting relationships. Revised classification specifications will be prepared, detailing essential functions, minimum qualifications, licenses, physical requirements, working conditions, and supervisory responsibilities. Findings and recommendations will be presented to District management and/or the Board of Trustees. For compensation services, the consultant will evaluate the agency's total compensation, including salaries, health benefits, retirement benefits, and leave programs. Recommendations for comparator agencies will be developed, with justification based on geographic considerations, population served, budget, employee numbers, agency type, and operational complexity. A market compensation survey will be conducted, internal salary relationships and pay equity will be evaluated, and salary ranges, compensation practices, and benefits will be reviewed. Revised salary ranges and an analysis of the fiscal impact of recommended compensation changes will be provided. Eligibility is restricted to onshore organizations within the USA. The performance of the work will be conducted offsite at the vendor's premises. The agency is looking for proposals.
