Cloud-Based Dental Electronic Health Records and Digital Imaging System

The agency is seeking an integrated, cloud-based dental Electronic Health Records (EHR) and Digital Imaging System (DIS). This system will modernize patient care and streamline administrative and clinical operations for five dental clinic locations by transitioning from paper records and acetate x-rays. The project covers software, hosting, implementation, training, and technical support for a fully integrated cloud-based dental EHR and DIS compatible with the agency's digital radiographic equipment and clinical workflows. The system must provide secure cloud-based EHR capabilities for comprehensive patient demographics, medical and dental histories, allergies, medications, and assessments. It must include clinical charting for various dental specialties and an integrated DIS capable of capturing, storing, retaining, and retrieving dental images within the EHR system, supporting both intraoral and extraoral imaging. The system also requires patient scheduling and appointment management, including operatory and resource management. Additional required functionalities include billing and financial management, with insurance verification, claims creation and submission, and claims tracking. Treatment planning and case management capabilities are also needed, directly linked to clinical findings, imaging, and diagnoses, with tracking of patient decisions. The system must offer reporting and analytics for clinical and operational insights, and secure internal messaging for communication between providers and staff. Bidders must be an onshore USA organization only. Performance of the work will be offsite. All questions must be submitted no later than July 31, 2026. A pre-bid meeting will be held on July 29, 2026. Offers will be received up to 11:00 AM Hawaii Standard Time on September 11, 2026. The agency is looking for proposals and has provided a detailed offer form for outlining year 1 start-up costs, annual recurring costs for five years, and a five-year total cost.
