Crisis Residential Placement Service

The Department of Health and Welfare is seeking proposals for crisis residential placement services for individuals with Developmental Disabilities (DD). These services will be provided in the Department's Districts 6 or 7, with the Contractor primarily responsible for serving participants originating in Districts 5-7. The agency requires the placement homes to be structurally sound, safe, and maintained free from hazards and accumulations of trash. Homes must have functioning smoke detectors and exit doors that open easily from the inside. Portable heating devices are prohibited, and fuel-fired stoves must have adequate protective railings. Each participant's sleeping room must have a window that opens easily from the inside, with a windowsill height no more than forty-four inches and an opening of at least twenty-two inches in width and height. The contract period will be for one year, with an anticipated start date of November 2, 2026, and an end date of November 1, 2027. The total contract term, including potential extensions, is not expected to exceed five years. All questions regarding this RFP must be submitted by Thursday, July 30, 2026, at 11:59:59 p.m. Mountain Time. A pre-proposal conference will be held on Monday, July 27, 2026, at 2:00 p.m. Mountain Time via Microsoft Teams only. A registration deadline for this conference is Friday, July 24, 2026, at 5:00 p.m. Mountain Time. Eligibility for bidders is limited to onshore entities within the USA only. The performance of the work will be conducted onsite. The agency is looking for proposals and has not specified a budget.
