Long-Term Recreation and Culture Financial Planning Service

The City of Grande Prairie is seeking a consultant to provide long-term recreation and culture financial planning services. This initiative aims to develop a comprehensive long-term infrastructure asset plan for the city's recreation, indoor and outdoor recreation, cultural, and event facility assets. The project will consolidate existing plans, studies, strategies, facility data, stakeholder input, funding considerations, and future growth requirements. The scope of work includes collecting and reviewing existing recreation, events, and culture plans and strategies, conducting independent research, and assessing current infrastructure conditions and capacity relative to projected community growth and changing needs. Engagement with community groups is expected. The consultant will develop sustainable funding pathways for capital forecasting and long-term financial planning. The resulting plan must support council's strategic priorities and align with the 2026 priority framework. The final deliverable is a comprehensive long-term asset plan comprising a 20-year capital plan and a 30-year long-range strategic outlook. The performance of the work will be conducted offsite.
