GIS Strategic Plan Development Service

The City of Goldsboro is seeking qualified professional engineering consulting firms to develop a comprehensive Geographic Information Systems (GIS) Strategic Plan. This plan will serve as a five-year roadmap for the city's GIS initiatives, technology investments, and organizational capabilities. The project includes a current-state assessment of existing GIS infrastructure, systems, datasets, and organizational capabilities. The scope of work encompasses stakeholder engagement to document departmental GIS needs and objectives, defining a strategic vision and goals aligned with city priorities, and providing technology and architecture recommendations. Additionally, the plan will include recommendations for data governance, standards, and management, as well as systems integration and application strategies. A workforce development and training strategy, a phased implementation roadmap covering five fiscal years, and a governance framework with performance monitoring mechanisms are also requested. Eligibility is restricted to onshore organizations within the USA. Performance of the work will be conducted offsite. The City is looking for proposals and has not specified a budget. The Request for Qualifications was released on Wednesday, July 22, 2026, with responses due no later than Wednesday, August 19, 2026, at 2:00 PM.
