Internet Monitoring Service

The buyer requires a contractor to provide a statewide, 24/7 offender internet usage monitoring service. The contractor must deliver a secure, web-based monitoring system compatible with agency-approved Windows operating systems that requires no software installation on agency computers. The system must allow authorized staff to review inbound and outbound internet communications, capture and retain screenshots based on defined triggers, support user identity verification, support exclusion rules, and allow remote self-installation by offenders on approved devices. Additionally, the contractor must supply detailed system architecture descriptions, remote application training, and legal support including affidavits and expert testimony. Eligibility is restricted to onshore USA organizations, and the work will be performed offsite. The buyer is looking for proposals to establish a five-year contract period.
