Emergency Medical Services (EMS) Billing Services

The City requires a vendor to develop and administer a comprehensive, soft-billing Emergency Medical Services (EMS) Billing Program. The selected vendor must bill applicable insurance providers, including Medicaid and Medicare, solely for EMS incidents that result in patient transport to a hospital, while enforcing controls to prevent direct patient billing and fraudulent claims. Additionally, the vendor must assist with provider credentialing applications, billing policy guidance, and a public awareness marketing plan. Technical duties include integrating the third-party administrator’s billing system with the City's ImageTrend ePCR system and establishing secure interfaces with hospital service sites. The vendor must also operate a staffed, toll-free phone line to handle public inquiries. Only USA-based organizations are eligible to submit proposals for this offsite work.
