Microsoft Academic to Nonprofit Licensing Transition Software

The buyer requires a vendor to provide Microsoft Academic to Nonprofit licensing transition software and related transition support. This need arises from Microsoft's decision to shift public libraries from Academic licensing treatment to Microsoft Nonprofit licensing. The required scope encompasses various software and licenses, including Microsoft 365 Nonprofit Licensing equivalent to A5 and A1 functionality, Microsoft 365 Copilot, Microsoft Project Plan, Microsoft Teams Premium, Microsoft Visio Plan, and Microsoft Power Apps Premium. Additional scope items include Power BI Premium, Microsoft Fabric Capacity (4 Capacity Units), Microsoft Defender for Servers (105 Virtualized Server Workloads), SQL Server Enterprise Core Licensing (24 Core Licenses), Microsoft Server Licensing for a virtualized environment, and Microsoft Azure and consumption-based services. To qualify, eligible vendors must be onshore USA organizations. The vendor will perform all work offsite. The buyer currently seeks proposals for the budget and requires bidders to submit all questions no later than September 22, 2026.
