Lottery Gaming Systems and Related Services

The District of Columbia Office of the Chief Financial Officer requires a vendor to provide lottery gaming systems and related services. The scope encompasses traditional lottery, iLottery, a Player Loyalty and Rewards Program, instant ticket services, and printing unique entry codes on tickets to support second-chance drawings. Instant ticket services include manufacturing, validation, warehousing, retailer telemarketing, order solicitation, fulfillment, and distribution. Only onshore, USA-based organizations are eligible to bid, and the work must be performed offsite. Interested parties must attend a pre-bid conference on October 15, 2026, and submit all questions by October 26, 2026. Evaluators will assess contractor past performance using a rating scale based on quality of services, timeliness, cost control, business relations, and customer satisfaction.
