Financial Advisory Services

The City of Linden is requesting proposals from qualified onshore individuals and firms to provide specialized financial advisory services. The requested scope includes assisting City staff with capital projects, capital expenditure budgets, debt issuances, credit ratings, official statements, continuing disclosure requirements, EMMA filings, innovative financing, and cash flow models. Selected offerors will perform work offsite under a contract running from January 1, 2027, through December 31, 2027. Applicants must submit technical and cost proposals electronically through the MuniVendor eProcurement platform by Friday, November 6, 2026, at 10:00 A.M. Technical submissions require detailed staff qualifications, relevant subject matter experience, references from similar services provided in the past five years, cost-saving examples, and required compliance forms. All questions must be emailed to the designated municipal contacts by Monday, October 26, 2026. The City will evaluate total proposal content to select the most advantageous offer based on specified evaluation factors, and offerors must include proposed retainer, flat, or hourly rates in their cost proposals.
