Planner Professional Services

The buyer needs on-call planner professional services to handle entitlement requests for new residential, commercial, and industrial projects, as well as project management or support for long-range projects and policy updates. Scope of work includes analyzing projects for compliance with comprehensive plans and development codes, maintaining working relationships with various departments and the public, and holding regular office hours at the agency when required. Onshore US organizations are listed as eligible to bid. Applicants must include a cover letter, organization and staffing details, résumés, client references, an execution timeline, a cost proposal with hourly rates, an Exhibit 1 form, a Certificate of Insurance, and a Debarment Form. An optional pre-proposal conference takes place on October 14, 2026, at 2:30 pm MST via Microsoft Teams, and the inquiry deadline is October 16, 2026, by 5:00 pm MST. The completion date for services is December 31, 2027. An evaluation committee will score proposals based on firm experience, scope understanding, procedures familiarity, references, proposal quality, and cost approach.
