Special Tax Expert Witnesses and Appraisal Services

The City of Linden requests proposals from qualified USA-based individuals and firms to provide offsite special tax expert witnesses and appraisal services for municipal properties and tax litigation matters. The selected appraiser will conduct fair market value analyses, prepare narrative reports conforming to Appraisal Institute standards, review external reports, and perform highest and best use, market/sales, and replacement/depreciation cost analyses. Proposers must hold a minimum of 15 years of appraisal experience, maintain State Certification with an MAI, ASA, or Certified Engineer designation, and demonstrate relevant governmental experience within the last five years. Applicants must submit technical and cost proposals electronically via the MuniVendor eProcurement platform by November 6, 2026, at 10:00 A.M. Written questions must be emailed to the designated contact people by October 26, 2026. The submission requires professional qualifications, references, standard tax and non-collusion forms, and a cost proposal detailing hourly rates, flat rates, or proposed retainers. The City will evaluate total offer contents and award contract(s) running from January 1, 2027, through December 31, 2027, based on the offer(s) most advantageous to the municipal government.
