Special Counsel Services

The City of Linden is requesting technical and cost proposals from qualified onshore U.S. individuals and firms to provide offsite Special Counsel Services O.P.R.A. on an as-needed basis. The selected counsel will provide representation, legal research, negotiations, transactional work, litigation, and specialized legal services, including handling matters related to the New Jersey Open Public Records Act. Proposers must have extensive trial experience in federal and state courts, a minimum of ten years of experience in municipal work and litigation/defense, at least five years of experience servicing other governmental entities, and at least five years of experience handling Open Public Records Act matters. Applicants must submit proposals electronically through the MuniVendor eProcurement platform by November 6, 2026, at 10:00 A.M. Written questions must be submitted by email no later than October 26, 2026. The submission requires a cost proposal detailing any proposed retainers, flat rates, or hourly rates, alongside technical qualifications, required municipal forms, and proof of state business registration. The City will evaluate total proposal content to select the most advantageous offer in its best interest, and the resulting contract period will run from January 1, 2027, through December 31, 2027.
