Bond Counsel Services

The City of Linden is requesting technical and cost proposals from qualified individuals and firms to provide specialized bond counsel services. The selected vendor will prepare and review bond ordinances, assist with official statements and debt issuances, analyze bids at openings, manage rating agency relationships, provide legal and financial advice, and issue legal opinions on bond sales. Applicants must possess a minimum of ten years of experience as bond counsel and demonstrate extensive subject matter expertise, including similar services provided to governments in the past five years. Onshore USA entities are eligible to apply. Proposals must be submitted electronically through the MuniVendor eProcurement platform by 10:00 A.M. on Friday, November 6, 2026. All questions must be emailed to Alexis Zack by Monday, October 26, 2026. The City will evaluate total proposal content to select the most advantageous offer based on its evaluation factors, and the resulting contract period will run from January 1, 2027, through December 31, 2027.
