Comprehensive HIV Prevention Services

The County of San Diego seeks a vendor to provide comprehensive HIV prevention services for persons who inject drugs to eliminate HIV transmission through coordinated prevention, diagnosis, treatment, and outbreak response. The required scope includes identifying vulnerable individuals to link them to HIV pre-exposure prophylaxis (PrEP), identifying persons living with HIV to link them to treatment, and providing referrals to substance use disorder treatment, syringe service programs, and mental health services. Eligible applicants are restricted to onshore USA organizations, and the work will be performed offsite. Interested parties must attend a pre-bid meeting on October 9, 2026, and submit all questions no later than October 19, 2026. The contract term is one year, and the buyer is currently looking for proposals to establish the budget.
