Pharmacy Services

The Office of the State Comptroller, State of Connecticut, seeks pharmacy service providers to administer pharmacy benefits plans for active employees, non-Medicare eligible retirees, and their dependents. The requested scope includes formulary management/advisory services and specialty pharmacy services on both an exclusive PBM and carve-out basis, as well as PBM administrative services such as claims adjudication, network management, and member and account services. Performance of the work will occur offsite at the vendor's office premises. Eligible applicants are onshore USA organizations. Bidders must register and submit all proposals, questions, and answers through the ProposalTech portal. A conference takes place on October 14, 2026, and all questions must be submitted by October 22, 2026. Final proposals are due by November 10, 2026, at 3:00 PM ET. An RFP Review Committee will evaluate complete, eligible proposals that meet minimum submission requirements using a combination of technical evaluation factors and cost.
