Technology Assessment Service

The International City/County Management Association (ICMA) seeks proposals for professional technology assessment services from qualified USA organizations with experience in the association management industry. The selected firm will serve as a strategic technology partner to conduct discovery and current-state assessments, develop an IT strategy and roadmap, address AI governance and security, prepare bid specifications for future system procurements, and provide owner-side project management and vendor oversight. The engagement requires offsite performance and is not intended to result in the firm configuring, customizing, or implementing a software platform. Eligible USA-based firms must submit their digital proposals via email to [email protected] and [email protected] by November 2, 2026. Questions must be submitted to the same email addresses by October 19, 2026. Proposals must include required signed vendor forms, company profile and experience, proposed approach, project timeline, fee structures, and references. ICMA will evaluate proposals based on company profile and experience (30 points), proposed approach (30 points), timeline (15 points), pricing (20 points), and references (5 points). The anticipated award date is January 8, 2027.
