The City of Hanford requires a vendor to provide offsite, on-call legal defense services on a non-exclusive, case-by-case basis. Scope includes general liability, civil rights, police liability, public entity defense, administrative proceedings, dangerous public property conditions, inverse condemnation, and construction defect or premises liability. Applicants must be USA-based organizations and active members of the State Bar of California. Proposals are due electronically via BidNet Direct or email by 2:00 p.m. local time on November 12, 2026, and all questions must be submitted by November 4, 2026. The fee schedule showing hourly rates and overhead costs must be submitted separately from the proposal. Evaluations are scored out of 100 points based on defense experience (20), PRISM reporting and budget controls (20), cost-effectiveness (10), and references (10). The contract duration is three years with options for two one-year extensions, not to exceed five years total.
