Actuarial Audit Services

The Wisconsin Legislative Audit Bureau requires actuarial audit services for the Employes’ Retirement System of the City of Milwaukee. The selected vendor will perform an offsite actuarial audit involving independent verification, analysis of assumptions and methods used by the consulting actuary, and a full replication calculation of the actuarial valuation. Eligible proposers are limited to USA-based onshore organizations with mandatory experience in actuarial valuations, actuarial audits, or similar studies for public retirement systems. Written questions must be submitted by November 3, 2026, with follow-up questions due by November 17, 2026. Proposals must be submitted by 12:00 p.m. CST on December 10, 2026. Submissions must include required forms, statements on independent evaluation, reference lists, staff qualifications, and a cost proposal in a separate sealed envelope. An evaluation team will score proposals using a 1,000-point scale based on proposer capabilities, past experience, and audit approach, alongside up to 150 points for cost.
