Solid Waste Collection Franchise Agreement Development and Procurement Consulting Services

The City of Antioch seeks a qualified firm to provide solid waste collection franchise agreement development and procurement consulting services alongside on-call miscellaneous consulting services. The scope requires reviewing and restructuring current franchise agreements, analyzing provider performance, supporting negotiations, and drafting integrated agreements. Additional on-call tasks include strategic planning, Zero Waste plan development, operational audits, route and facility reviews, pavement impact studies, and annual rate adjustment reviews. US organizations are eligible to bid, and performance must take place onsite in Antioch, CA. The contract term is three years. Interested firms must submit all questions by October 21, 2026. Proposals must be submitted to the Public Works Department by 4:00 p.m. PST on November 10, 2026. Prior to agreement execution, selected vendors must submit proof of required insurance coverage meeting specified AM Best ratings and endorsement standards.
