Comprehensive Plan Update Service

The City of West Columbia, South Carolina, requests qualifications from professional planning consultants to prepare a ten-year update to its 2018 Comprehensive Plan. The selected consultant must perform data collection, document integration, public engagement, project branding recommendations, small area planning, and statutory compliance under South Carolina law for a one-year contract term. Eligible applicants must operate onshore within the United States. Applicants must email one electronic PDF proposal to [email protected] by November 20, 2026, at 4:00 PM EST. Submit all written questions to the same email address by November 5, 2026, at 4:00 PM. Proposals must include key team resumes, project experience, a fee schedule of hourly rates, and an estimate of overall project hours. The City will evaluate applicants based on public engagement experience, qualification quality, professional experience, and the reasonableness of the cost and labor proposal.
