Inspection and Plan Review Services

The City of Evanston, Illinois, requires independent contractors to supplement agency staff for onshore, onsite inspection and plan review services. The scope of work encompasses plan reviews and inspections across structural, plumbing, mechanical, electrical, fire, and zoning categories, as well as code enforcement services. The resulting contract term will be for three years. Eligible applicants are US organizations, and all respondents must submit a statement detailing the proposed involvement of minority, women, disadvantaged, and veteran business enterprises (M/W/D/EBEs) or request a waiver. Proposals must include resumes and qualifications of key personnel, specific reviewer and inspector credentials, completed M/W/D/EBE compliance forms, required exhibit documents, and fee information submitted on the designated price/costs form. All questions regarding the solicitation must be submitted no later than October 22, 2026. Proposals must be submitted digitally via E-bidding on DemandStar by 2:00 P.M. local time on November 10, 2026. Submittals will be evaluated through a detailed review process based on established criteria, and the evaluation committee may require proposer representatives to answer questions regarding their submittal prior to making an award recommendation.
