Conflict Bond Counsel Service

The Township of North Bergen in Hudson County, New Jersey, is soliciting sealed Request for Qualifications (RFQ 2027-6) submissions to retain a Conflict Bond Counsel. The appointed counsel will represent the agency on bond or note issues, transactions, or bond counsel services whenever the primary Bond Counsel faces a conflict of interest. Duties include reviewing and preparing bond ordinances, assembling certified records of proceedings under the Local Bond Law, advising on federal arbitrage regulations, and providing additional legal services such as referendums or validation proceedings. Eligible respondents must be onshore USA organizations, and corporations or partnerships must submit a statement listing all stockholders or partners holding at least a 10 percent interest. Respondents must submit an original and one copy of their proposal enclosed in a sealed envelope marked with their name, address, the RFQ number and title, and "Sealed RFQ Response." Submissions must reach Purchasing Agent Carmen M. Borrell by mail, hand delivery, or overnight courier on or before Thursday, October 29, 2026, at 11:00 A.M. prevailing time. All written questions regarding the RFQ must be submitted at least five days prior to the due date. The solicitation is for a one-year professional service contract, and proposals must remain valid for a 60-day period following the submission deadline.
