Malaysia - Strengthening National Helpline Response Service

UNICEF requires a Malaysia-based vendor to strengthen the national helpline response to children through a phased capacity-building initiative and Training of Trainers programme. The selected organization will design, localize, and deliver training packages covering child protection, online safety, and psychosocial support, while also providing offsite mentoring, coaching, technical support, and sustainability planning for government partners. Only onshore Malaysian organizations are eligible to bid. Proposers must submit technical and price proposals as separate email attachments or cloud links to UNICEF by October 30, 2026, before 17:00 Malaysia Time. A pre-bid meeting is scheduled for October 14, 2026, and all questions must be submitted via email by October 16, 2026, before 17:00 Malaysia Time. Proposals will be evaluated based on a 100-point weighted scoring system, allocating 70 points to the technical proposal and 30 points to the commercial price proposal.
