Employee Assistance Program Services

The County of Union in Elizabeth, NJ is requesting proposals for offsite Employee Assistance Program (EAP) services for county employees and their immediate families. Scope includes assessment and counseling, program accessibility for uninsured employees, drug and alcohol evaluations under county policy and CDL mandates, supervisory referral training, and a staff training implementation plan. Only onshore USA organizations are eligible to bid. Proposers must submit one original paper hard copy and one PDF copy on a thumb drive by October 29, 2026, at 11:30 A.M. All questions must be submitted no later than October 26, 2026. Submissions require a detailed budget, cost proposal/fee schedule, and multiple required forms including a Proposer Signature Page and Byrd Anti-Lobbying Certification. The tentative contract term runs from January 1, 2027, to December 31, 2027, and proposals will be evaluated to select the most advantageous offer based on all evaluation factors.
