Satellite Overlay Network Services

The Government of the Virgin Islands Department of Property and Procurement, on behalf of the Bureau of Information Technology, is seeking a contractor to provide architectural and engineering services for Phase 1 of the Satellite Overlay Network. The required scope includes planning, design, and documentation packages featuring feasibility studies, system architecture, site surveys, land and parcel analysis, PE-sealed plans, IP addressing, host agency MOUs, EHP support materials, permitting, cost estimates, and project schedules. The system must deliver seamless roaming and interoperability between Land Mobile Radio systems, cellular networks, and satellite capabilities. Eligibility is restricted to onshore USA organizations holding a current business license or state register for the advertised services. Proposers must submit one electronic copy of their proposal digitally via GVIBUY by November 16, 2026, at 4:30 p.m. Atlantic Standard Time. A pre-proposal meeting is scheduled for October 16, 2026, followed by mandatory site visits in St. Croix on October 19–20, 2026. The contract term begins upon execution and terminates on April 30, 2028, and proposals must contain a detailed cost breakdown.
