Inmate Communications Service

The County of Charleston needs a vendor to provide a comprehensive inmate communications system, video visitation monitoring, digital mail monitoring, and secure inmate tablets for the Sheriff Al Cannon Detention Center in North Charleston, SC. The requested scope includes providing voice monitoring, digital recording, call transcription, mail digitization, real-time call monitoring, tablet-based educational programming, and operational interfaces. The contract term is for one year, and onshore USA organizations are eligible. Attendance at a mandatory pre-proposal conference and site visit is required on October 20, 2026, at 10:00 a.m. Eastern Time; only proposals from offerors with an authorized representative present will be considered. Written questions must be submitted through the Charleston County Procurement portal by November 3, 2026, at 3:00 p.m. Eastern Time. Responses can be submitted digitally via email or online, and the award will be made to the responsible offeror whose proposal is determined to be the most advantageous to the County based on evaluation factors.
