Real Property Lease Services

The New York State Office of General Services needs qualified landlords to provide a 10-year turnkey lease for approximately 2,700 usable square feet of office space for 12 employees. The space requirements include a private office, open office space, conference room, training room, interview room, copy and mail room, telecommunications closet, resource room, gender-neutral public restroom, two staff restrooms, and a staff pantry. The leased property must be located within Massena, St. Lawrence County, New York, and landlords must abide by New York State Labor Law prevailing wage provisions. Eligible onshore USA applicants must submit responses digitally via email or online by November 16, 2026, at 3:00 PM. Submissions must include a scaled architectural or CAD drawing, a 1–2 page resiliency and sustainability summary, a Business Terms Sheet, a Vendor Responsibility Questionnaire, a Substitute Form W-9, a Building Fact Sheet, Certification Under Executive Order No. 16, and an MWBE Utilization Plan. Evaluation will prioritize cost considerations, and proposed base rental rates must cover a turnkey lease including base taxes, operating costs, janitorial service, repair, and maintenance.
