Books and Publications Service

Humble Independent School District is issuing a recurring Request for Proposal to establish a pool of vendors for a Books and Publications Service. The district requires the comprehensive offsite provision of print and digital books, periodicals, reference materials, educational textbooks, professional development publications, and special collections to support curriculum needs for students in grades K-12 across forty-seven campuses. Eligibility is limited to USA onshore organizations. Vendors must upload all required documents, forms, attributes, and line items through the district's online bidding system, Euna Procurement, Powered by Ion Wave. All questions must be submitted through the system's questions tab no later than November 30, 2026. Proposals are evaluated out of 100 total points based on percentage discount offered (35 points), catalog/pricing, PO and payment term agreements, Texas K-12 district experience, quality, reputation, district needs, past relationship, long-term costs, and other relevant factors. Quoted prices must remain firm for the entire contract term and include shipping as F.O.B. inside delivery, with any proposed price increases requiring written submission at least 90 days in advance.
