Technical Assistance, NOFO, and Grant Writing Services

Madison County Government in Edwardsville, Illinois, requires a vendor to provide technical assistance, Continuum of Care (CoC) notice of funding opportunity (NOFO), and grant writing services. The selected contractor will support data-informed planning, perform monitoring, evaluate performance, and deliver specialized, evidence-based NOFO and grant application writing for the Madison County Partnership to End Homelessness (IL-504 CoC). The contract term is for one year, and work may be performed onsite or offsite. Eligibility is restricted to onshore USA organizations. Sealed responses must be submitted digitally via Email or Online at BidNet Direct, or physically via post or courier by 2:00 P.M. on November 20, 2026. All questions must be submitted no later than November 19, 2026. Envelopes must be marked "SEALED BID – TECHNICAL ASSISTANCE & NOFO/GRANT WRITING SERVICES". Proposals will be evaluated by the CoC Executive Committee to determine the best overall value based on established evaluation criteria. Applicants must provide proposal pricing, and the final contract award remains subject to required county approvals and funding availability. Contractors must also maintain specified insurance limits, including $1,000,000 in cyber liability if granted access to county hardware or systems.
