Enterprise Resource Planning (ERP) Software and Services

Rockdale County seeks written and electronic proposals from qualified vendors to provide a modern, cloud-based, comprehensive, and fully integrated public-sector Enterprise Resource Planning (ERP) system. The buyer needs software and offsite implementation services to support county-wide operations across all departments. The solution must replace legacy, siloed platforms and include software modules for computer-aided dispatch and records management, finance and accounting, human resources and payroll, GIS and spatial validation, and water resources and utility billing. Eligibility is limited to USA-based organizations that hold a current business license from their home jurisdiction and are not in default on taxes or fees owed to Rockdale County. Proposers must submit a technical response, a total solution cost including two years of maintenance, financial stability documents, at least five references, and required affidavits. A non-mandatory pre-proposal conference is scheduled for November 4, 2026, and all questions must be submitted by November 12, 2026. Proposals are valid for 120 days. Initial evaluation scored responses will determine up to three finalists, who will undergo further evaluation based on their implementation approach, reference checks, and potential software demonstrations.
