Comprehensive Water and Sewer Rate Study and Financial Review Consulting Services

Jefferson Parish seeks statements of qualifications from qualified professional consulting firms to provide parishwide comprehensive water and sewer rate study and financial review consulting services. The selected vendor will analyze water and sewer systems, review financial practices and usage patterns, evaluate capital needs, and develop sustainable rate structures for utility systems serving over 100,000 accounts. Eligible US organizations must have been in business for at least five years in the required field and maintain at least one principal who is a licensed professional engineer in Louisiana. Eligible vendors must demonstrate significant experience conducting municipal rate studies and working with large public sector utilities. Proposers must submit a completed Jefferson Parish General Professional Services Questionnaire via the online Supplier Portal by 3:30 p.m. on November 16, 2026. Evaluation criteria include overall qualifications (35 points), professional training and experience (35 points), capacity and resources (10 points), and past performance (20 points split across categories). Compensation will be structured on an hourly rate basis, a negotiated fixed fee, or lump sum/hourly not-to-exceed rates for supplemental services.
