The City of Dallas Center, Iowa seeks proposals from qualified, licensed Independent Certified Public Accounting firms to conduct annual financial and compliance audits for fiscal years ending June 30, 2026 (FY26) and June 30, 2027 (FY27). The requested scope includes an independent audit of all financial transactions, fund accounts, and financial records, with work strictly complying with Iowa Code Section 11.6, GAAS, Yellow Book, and Uniform Guidance standards if federal thresholds are met. Eligible bidders are onshore USA organizations licensed to practice public accounting in the State of Iowa. Applicants must submit questions by November 20, 2026, at 4:00 PM CST, and send proposals by November 30, 2026, at 12:00 PM CST via email or as three physical hard copies plus one digital flash drive copy. Proposals must include a technical proposal and a separate cost proposal detailing a not-to-exceed all-inclusive maximum fee per year, single audit fees, and estimated FY28 pricing. The City will evaluate proposals based on technical competence and firm qualifications, qualifications of key personnel, and cost proposal reasonableness. The initial contract term covers FY26 and FY27, with an option to extend up to three additional fiscal years.
