Housing Solutions and Intensive Supports Services

Tompkins County seeks one qualified nonprofit agency to provide housing solutions, intensive case management, and wraparound services in Ithaca, NY, for individuals experiencing or at-risk of homelessness who have substance use disorders, with or without co-occurring mental health disorders. The selected organization will secure and manage transitional housing units, deliver intensive case management and peer support, and streamline client access to care over a four-year contract term. Only US-based onshore nonprofit organizations with proven histories of delivering housing and case management services are eligible to apply. Applicants must submit questions through the Tompkins County Procurement Portal before 5:00 PM on November 10, 2026, and submit full proposals through the portal before 2:00 PM on November 17, 2026. Submissions must include a complete operational budget and narrative, a implementation timeline, staffing details, two reference letters, and signed Attachments A through D.
