Agency Wide Legal Services

The Housing Authority of the City of Everett (EHA) seeks proposals from USA onshore organizations to provide agency-wide legal services on an on-call, as-needed basis. The requested scope covers general counsel, public records, employment and HR, landlord/tenant, housing operations and HUD programs, and real estate and development. Work will be performed both onsite in Everett, WA, and offsite. Questions must be submitted in writing via email to the Procurement Manager by November 12, 2026. Proposers must submit one complete electronic copy in PDF format on a USB drive inside a sealed envelope to the EHA Facilities Office by 2:00 PM on November 20, 2026. EHA will not accept proposals by fax or email. Proposals must include Attachments A, B, C, D, E, and HUD-5369-C. EHA will score written proposals out of 100 maximum points based on qualifications and relevant legal experience (20 points), cost control and legal spend management (20 points), proposed fee and structure (15 points), and past performance and references (15 points). An additional 20 points are available if EHA conducts interviews. Proposals must remain valid for 90 calendar days.
