The County of Union requires HOME-ARP funds investment services to provide affordable housing and social services for residents meeting Qualifying Population definitions in Union County. The scope of work encompasses developing and supporting affordable housing, providing tenant-based rental assistance, delivering supportive services, and acquiring and developing non-congregate shelter units. Developers, nonprofits, HOME-ARP sponsors, and USA onshore organizations are eligible to submit proposals for offsite work. Proposers must submit sealed proposals clearly labeled "PROPOSAL FOR HOME-ARP RFP" containing one original hard copy and one electronic copy in Word and Excel formats on a USB flash drive. Submissions are due on Thursday, November 5, 2026, at 2:30 p.m. to the Union County Administration Building, Department of Economic Development, Purchasing Conference Room, 2nd Floor, Elizabeth, New Jersey. Written questions regarding the RFP must be submitted by 5:00 p.m. on October 22, 2026. The County of Union will evaluate proposals based on the most advantageous terms, considering price and other factors.
