Third Party Utility Billing Services

The City of Del Rio, Texas, seeks proposals from USA-based organizations to provide offsite third-party utility billing services. The selected vendor will print and mail bills for water, sewer, refuse, and gas services to commercial and residential customers using data provided by the City while maintaining the existing billing cycle. Proposers must submit sealed proposals by mail or hand delivery to Maria C. Acosta, City Secretary, by 2:00 PM on November 19, 2026. Electronic submittals are not accepted, and all questions must be submitted no later than October 26, 2026. Applicants must submit a separate sealed envelope marked "SEALED PRICE FORM FOR CITY OF DEL RIO THIRD PARTY BILLING RFP R:2026-133" containing all direct and indirect costs. Proposals will be evaluated out of 100 total points based on qualifications and experience (30 points), approach (30 points), staff experience (20 points), price (10 points), and references (10 points). The contract term may not exceed a total period of five years from the date of award.
