Mobile Crisis Services

The City of Springfield Police Department is seeking proposals from qualified organizations to provide approximately 12 hours per day of community-based mobile crisis services within Springfield, Oregon. The selected vendor must deliver on-demand, in-person crisis stabilization, counseling, community referrals, warm hand-offs, and transportation to local treatment facilities or social services agencies. Eligible applicants include USA-based onshore organizations with documented experience with regional systems and the capacity to begin offsite work on January 1, 2027. Applicants must submit sealed proposals marked "RFP#4263: City of Springfield Mobile Crisis Services" to the Springfield Police Department by November 23, 2026, at 2:00 p.m. local time. Requests for clarification are due by November 5, 2026, at 12:00 p.m. PST. Submissions must include a signed cover letter, detailed qualifications, a cost and service level proposal, a signed Authorization to Legally Bind Bidder form, and a signed MWESB form. The evaluation process first assesses mandatory elements, including experience with regional systems and a service implementation plan. Conforming proposals are evaluated on technical approach (30 points), cost and service level (20 points), organizational background (15 points), implementation strategy (10 points), staffing (10 points), community collaboration (10 points), and references (5 points). The contract term is for one year, starting approximately January 1, 2027, subject to annual budget negotiations.
