The Department of Administration for the City of Havre de Grace is seeking proposals from qualified vendors to conduct a comprehensive Retro-commissioning Energy Audit for the STAR Centre. The selected vendor must document baseline operating conditions, conduct an ASHRAE Level 1 walkthrough audit, assess lighting, HVAC, and building envelope weatherization, review utility billing data, evaluate utility rebate eligibility, and recommend Energy Information System tools with data analytics software platforms. Eligible bidders must be USA-based established businesses in good standing with the State of Maryland and Harford County, hold a Maryland Business License, and maintain required insurance. Vendors must register in Beacon, mandatory RSVP and attend a remote pre-bid meeting on October 28, 2026, at 2:30 pm, and submit all written questions by November 16, 2026. Proposals must be submitted electronically through Beacon Bid by 2:00 pm on November 23, 2026. Submissions must include a cover letter detailing experience, key personnel, timelines, three recent references, a detailed cost proposal breakdown, a W-9, and required certificates. The city will award the contract based on the best value, evaluating technical approach and cost factors.
