Quarter Core Services

Adams County is soliciting applications for its Core Services Program to support children and families involved in the child welfare system. Providers are needed to deliver offsite services including Therapeutic Family Time, general Family Time, Home Based Intervention, Intensive Family Therapy, Life Skills, Mental Health Services, Sexual Abuse Treatment, Substance Abuse Treatment, and Child Mentoring & Support. Eligibility is restricted to onshore USA organizations that hold a current, active Unique Entity Identifier (UEI) registration on SAM.gov. Applications must be submitted electronically via BidNet Direct by December 31, 2026, at 5:00 PM MST, with questions due by November 18, 2026, at 2:00 PM MST. Submissions must include a Certificate of Insurance, W-9 form, SAM UEI certificate, and a Fee Schedule detailing hourly rates. Applications are evaluated on RFA responsiveness, overall merit, agency experience, past performance, service availability, capacity to deliver appropriate services, reasonableness and justification of budget costs, and administrative oversight capability. Contracts operate on a fee-for-service basis, but the specific budget amount is not disclosed.
