Voting Machine Equipment, Software Licensing, Consumables and Related Services

The County of Ocean in Toms River, New Jersey requires a vendor to provide voting machines, consumables, maintenance, repair, and auxiliary software licensing compatible with its Election Systems & Software ExpressVote XL machines and ElectionWare election management software. Scope includes hardware repairs, technical training, on-site election support, software upgrades, and two-year hardware and software warranties covering HMA ExpressVote XL, HMA DS450, and HMA DS950 products. Eligible applicants are onshore US organizations with a minimum of two years of experience providing equipment and software compatible with the County's current voting system. Proposers must hold a New Jersey Business Registration Certificate prior to contract award, and all work must be performed on-site over a two-year contract term. Proposals must be submitted electronically before 4:00 PM on the due date via email or online, as hard copy submissions will be rejected. Evaluation relies on selection criteria comprising experience and qualifications (30%), cost (25%), proposer's understanding of the project, and compliance with contractual conditions, including providing a sample Certificate of Insurance and client reference letters.
