RFI for Online Subscriptions Service

The Maryland Lottery and Gaming Control Agency seeks information from vendors to provide an online subscription service for lottery players within the State of Maryland. The required scope includes an online subscription program, retailer commission structures for subscription vouchers, sales data collection, system development life cycle, integration with a Central Monitoring and Control System, and security practices. Vendors must be onshore USA organizations, and work performance can occur onsite or offsite. Respondents are prohibited from submitting pricing, customized solution details, or sample procurement specifications. Interested vendors must email responses of no more than seven pages to [email protected] by 2:00 p.m. Eastern Standard Time on November 24, 2026. All questions regarding this request for information must be submitted via email to the same address by November 6, 2026, at 10:00 a.m. Eastern Standard Time. The agency may invite respondents to an in-person or virtual question-and-answer session after receiving responses. If a future request for proposals is issued, the agency intends to award a single contract for the entire program.
