Retirement Plan Fiduciary Advisory and Consulting Services

The Santa Ana Watershed Project Authority (SAWPA) seeks qualified independent retirement plan consultants to provide retirement plan fiduciary advisory and consulting services. The selected consultant will support SAWPA’s retirement savings programs, specifically focusing on the MissionSquare Governmental 457(b) Deferred Compensation Plan, by delivering independent fiduciary advice, plan benchmarking, investment oversight recommendations, participant education, governance consulting, and strategic guidance. Performance of the work will occur offsite. Eligibility is limited to onshore, U.S. organizations. Applicants must submit proposals electronically via PlanetBids by November 23, 2026, at 5:00 P.M. PST, including a main proposal of 15 pages or less and Attachment A Cost Proposal in PDF format. Questions must be submitted through PlanetBids by November 3, 2026, at 5:00 P.M. PST. An evaluation committee composed of SAWPA staff or member agency staff will evaluate proposals based on the experience and qualifications of the assigned individuals and firm, investment and fee benchmarking capabilities, and proposed cost.
