Federal Legislative Advocacy, Government Relations and Strategic Consulting Services

The City of Scottsdale is seeking proposals from qualified USA organizations to provide federal legislative advocacy, government relations, and strategic consulting services. The scope of work includes offering strategic counsel on federal political, legislative, and regulatory environments affecting City priorities, assisting in creating federal advocacy materials, maintaining working relationships with Congressional and federal agency decision-makers, and recommending advocacy strategies and outreach actions. Work will be performed offsite. Questions regarding the solicitation must be submitted no later than November 9, 2026. Bidders must submit proposals digitally via email or online through the Euna Procurement portal by November 19, 2026, at 2:00 PM MST. Submissions must include all specified required forms, including the Proposal Signature Page, Respondent Confidential Information Statement, Pricing Proposal Form, General and Litigation Disclosure Forms, References, Subcontractor List, and Respondent Questionnaires. Pricing must be submitted on the provided Pricing Proposal Form as an all-inclusive unit price.
