University of Maine System Request for Bid for Medical Stop Loss Coverage Services

The University of Maine System Office of Strategic Procurement is soliciting bid proposals to obtain medical stop loss insurance coverage for its self-funded employee health plan. The selected vendor must provide specific stop loss coverage, review and underwrite plan experience and risk data, and coordinate eligibility, claims, and reimbursements with existing third-party administrators, pharmacy benefit managers, and other benefit vendors. Additional obligations include providing dedicated account management, processing reimbursements, and supplying requested reporting and claim monitoring. Only onshore, USA-based insurers licensed to provide stop loss coverage in the State of Maine are eligible to bid. Managing general underwriters, brokers, and other vendors are explicitly excluded. Bidders must contact WTW to obtain necessary materials such as blinded census data, claims information, and bid forms. Questions must be submitted by October 30, 2026.
