State of Delaware Professional Services for Venture Capital Seed Fund Program Management

The State of Delaware Department of State, Division of Small Business, seeks venture capital fund management services for its SSBCI Venture Capital Seed Fund program. The selected fund manager will establish the fund structure, develop a strategic operating plan, conduct outreach to Delaware-based companies in key sectors, evaluate investment candidates, and provide advisory services. The contract term is for one year, and the performance of work will be offsite. Eligibility is restricted to onshore USA vendors, and all activity must take place inside the United States. Applicants must submit questions by November 6, 2026, and submit their complete proposals by December 2, 2026, at 1:00 PM Local Time. Proposals must include a transmittal letter and Attachments 2, 3, 4, and 5, as well as Attachment 6 if subcontractors are involved.
