Performance Audit of the South Carolina Department of Transportation

The South Carolina Office of the State Auditor seeks proposals from qualified onshore USA organizations to conduct a performance and organizational audit of the South Carolina Department of Transportation. The selected vendor will assess current operations, planning processes, construction management, maintenance programs, and financial management structures to identify opportunities for improved efficiency and effectiveness. Work will be performed offsite, and the provider must deliver progress reports along with twenty-five bound copies and an electronic PDF of the final report. Only USA organizations are eligible to bid. Interested firms must submit an Intent to Respond notification and any questions by email to [email protected] no later than November 16, 2026. Electronic proposals in PDF format must be submitted by email to the same address by November 30, 2026. Proposals must include team resumes, a detailed work plan, at least three references, and an all-inclusive maximum fee. Evaluators will select the winning proposal based on qualifications, technical experience, approach, cost, and commitment to delivering final reports by the specified due date.
