Tulare County RFP for Individual Placement and Support Supported Employment Services

The County of Tulare Health and Human Services Agency is soliciting proposals for Individual Placement and Support (IPS) Supported Employment Services. The selected vendor will deliver offsite, individualized supported employment services aligned with applicable DHCS, CalAIM, Medi-Cal, BHSA, and IPS fidelity standards. Required activities include vocational assessment, individualized employment planning, rapid job searches, job development, benefits education, job coaching, and workplace supports. Eligibility is limited to USA onshore organizations. Applicants must demonstrate administrative capability and either five years of experience providing similar services to California public agencies or seven years of overall experience. Proposals are due electronically via BidNet Direct by 5:00 PM PST on November 24, 2026, and all questions must be submitted through the portal by 5:00 PM PST on November 5, 2026. Evaluation will be conducted on a 100-point best value basis considering qualifications and organizational capacity, related experience and references, reasonableness of cost and price, and required pass/fail exhibits. The contract period runs from February 1, 2027, through June 30, 2029.
