Background and Recruitment File Management System for the Atlanta Police Department

The City of Atlanta is issuing a multi-step competitive sealed bid to procure a secure, centralized electronic background and recruitment file management system for the Atlanta Police Department. The system must eliminate paper-based records, streamline recruitment and background investigations for sworn and civilian applicants, and operate offsite. The solicitation process consists of Phase I for prequalification based on technical capability and Phase II for pricing and responsiveness. Award will go to the most responsible and responsive offeror. Only onshore USA organizations with at least three years of relevant experience and a proven history of timely project delivery are eligible to bid. Applicants must provide a Statement of Qualifications, evidence of meeting minimum qualifications, and proof of required insurance coverage, including General Liability, Auto, Excess/Umbrella, Professional Liability, and Network Privacy. All questions must be submitted by October 28, 2026. Submissions can be sent digitally via email or online, and specific cost proposals will be requested from qualified offerors in Phase II.
