Town of Blackfalds Request for Proposals for Cloud-Based Payroll and HRIS Solution

The Town of Blackfalds requires a vendor to provide a cloud-based payroll and HRIS solution. The proposed software must integrate with financial and ERP systems via APIs or standard integration methods, centralize financial transactions and records, utilize servers located in Canada, and support Microsoft 365 single sign-on. Eligibility is limited to onshore Canadian organizations, and performance of the work will be offsite. Proposals are due by December 18, 2026, at 3:30 pm MDT, and must be submitted digitally in PDF format via email. All questions regarding the opportunity must be submitted no later than December 4, 2026, at 4:00 pm MDT. The evaluation process consists of four stages: Stage I Mandatory Submission Requirements (including Submission Form and Pricing), Stage II Mandatory Technical Requirements and Rated Criteria, Stage III Pricing, and Stage IV Ranking and Contract Negotiations. Proposals will be evaluated across a 100-point scale covering functional requirements, pricing, experience and qualifications, implementation approach, security and compliance, and municipal references.
